159E 2. COMPREHENSIVE EMPLOYMENT AND TRAINING ACT: Dr. Thomas informed the Board of a recent change in the statutes in administering Title VI of Comprehensive Employment Training Act in which New Mexico State University participates. Effective Oct. 13, 1975, Paragraph 3, Title VI, CETA, requires a motion by the Board authorizing the contract. MOTION was made by Mr. Garrett authorizing the University to participate in the On-Job Training Program under Title VI, CETA program. Motion seconded by Mr. Humphries and CARRIED unanimously. 3. PRELIMINARY PLANS & BUDGET FOR GREENHOUSE CONSTRUCTION: Preliminary plans and budget for construction of a standard head house and three greenhouses on the Horticulture Farm in Mesilla were presented by Dr. Thomas. The building would have 12,890 gross square feet and funds were appropriated in the 1976 Legislature in an amount of $140,00C for the construction. MOTION was made by Mr. Apodaca to approve the preliminary plans and budget for the greenhouse construction on the Horticulture Farm in Mesilla. Motion seconded by Mr. Garrett and CARRIED unanimously. 4. NEW MEXICO STATE UNIVERSITY-CARLSBAD BUILDING SITE: Dr. Thomas and Dr. Sims presented the letter of intent*(copy attached) from Mr. and Mrs. Robert Light to donate to New Mexico State University 40 acres of land located on U.S. Highway 285 on the north artery of Carlsbad. The Advisory Committee had recommended this site be approved by the Board of Regents. MOTION was made by Mr. HUT,'phries that the Bard of Regents approve She site and accept the donation contingent upon the passing of the bond issue and the formalization of an agreement acceptable to Mr. and Mrs. Light and the University. Motion seconded by Mr. Apodaca and CARRIED unanimously.
